Missy, this happens every 2 years or so. When the city of Dallas gets into a budget crunch, they look at the possibility of selling WRR because it would mean a lot of money for the city. So, I wouldn't worry about it too much. I think there would be a gigantic backlash if they went through with it. They would definitely hear from me!
